Innovation is a significant factor in increasing the competitiveness of both businesses and the overall economy of the region, and thus the socio-economic development of the Podkarpackie voivodeship. The implementation of the concept of smart specialisation in the region has made it possible to increase the effectiveness of the applied public intervention and to build a competitive advantage on both the national and international markets. Although Podkarpackie voivodeship is currently one of the most innovative regions in the country, it still faces the challenge of having to narrow the development gap in relation to most regions in the country and in Europe. The implementation of this task is also hampered by the fact that the development of these regions proceeds at a similar, and sometimes even higher, pace. Therefore, it is necessary to systematically take measures to ensure effective cooperation between representatives of the science and business sector, administration and society at large to strengthen the region’s innovativeness.
Target groups
The project’s target audience is primarily stakeholders in the regional innovation system, including: representatives of business, science, administration and society at large.
The main objective of the project is to strengthen the regional innovation system.
The main objective will be implemented with the help of the following specific objectives:
- The project will constitute one of the main sources of funding for activities aimed at maintaining and confirming the fulfilment by the Podkarpackie Voivodeship of the conditionality for the Policy Objective (CP1) in the 2021-2027 perspective entitled ‘Good governance of the national or regional strategy of smart specialisation’.
- The implementation of the project will contribute to an increase in innovation and competitiveness of the regional economy through, among other things, increasing the activation of stakeholders of the regional innovation system and their involvement in the implementation of the objectives of the Regional Innovation Strategy,
- The project will serve to strengthen the internationalisation of the regional economy by, inter alia, supporting the establishment and strengthening of international cooperation, especially of the R&D sector.
These objectives will be achieved through the following project tasks:
- Development of information resources to support the economic development of the region
- Improving the concept of monitoring and evaluation of the Regional Innovation Strategy (implementation of studies, surveys, acquisition of statistical data).
- Conducting research and advisory support to strengthen the economic development of the voivodeship, including, inter alia, the functioning of the regional innovation system, conducting the process of entrepreneurial discovery, identifying potential directions of development of regional smart specialisations, as well as areas of R&D activity, functioning of clusters, etc.
- Development of new or updated regional strategic documents on smart specialisations.
- Maintaining and updating the rsi.podkarpackie.pl portal as a tool for the implementation of objectives related to monitoring and evaluation of the RIS3 Strategy implementation.
2. Conducting an ‘entrepreneurial discovery process’ (EIP).
- Ensuring the functioning of the Podkarpackie Innovation Council, organisation of Smart Specialisations Panels, Podkarpackie Innovation Forums and other elements of the PPO – conferences, workshops, meetings for stakeholders of the regional innovation system, etc.
- Cooperation with stakeholders of the regional innovation system.
3. Networking and activating stakeholders of the regional innovation system
- Supporting ‘networking’ initiatives in the region and in the country (organisation of meetings, promotion, etc.).
- Cooperation with clusters in conducting entrepreneurial discovery, monitoring and information and promotion activities.
4. Intra-regional, inter-regional and international cooperation.
- Cooperation with partners in the region, nationally and internationally – participation in smart specialisation platforms set up by the European Commission, workshops, conferences, etc., with the involvement of regional stakeholders, including: representatives of the scientific community, clusters, entrepreneurs, etc., representing the smart specialisations of the region.
5. Promotion of the Regional Innovation Strategy and smart specialisations of the region.
- Promotional activities leading to the dissemination of knowledge about RIS and smart specialisations during regional conferences, workshops, etc.
- Promotion of pro-innovation attitudes in the society, showing good innovation practices through the media and other forms of communication.

The project budget is PLN 8,945,600.
The contribution of the European Funds is PLN 8,945,600.
